Underground door in the ruined tower inside the Old Camp inner circle on the passage toward the ruined abandoned house basement. It is not a lockpick lock: coming from the outside through the meatbug route requires the Broken Tower key, while coming from inside the Old Camp side lets you open it with the lever right next to the door.
